The Rincon San Luiseño Band of Mission Indians (Tribe) plans to expand the existing Harrah’s Rincon Casino Resort (Rincon Casino), located on federally designated tribal trust land in San Diego County, California. The expansion will include approximately 16,846 square feet of additional gaming floor, a 2,500-seat multi-purpose room, expanded restaurant and ancillary facilities, a 21-story, 402-room hotel tower, pool area expansion, and an additional surface parking area (Proposed Project).

An EE was prepared to meet the requirements of Section 10.8 of the 1999 Tribal-State Gaming Compact and the Tribe’s Environmental Policy Ordinance No. 2000-50, which addresses off-Reservation environmental impacts. The Draft EE was circulated for a 30-day comment period from May 16, 2012 to June 15, 2012. Copies of the EE were made available to local government and regulatory agencies, members of the public, and other interested parties. The Tribe held a public meeting to receive additional comments regarding the EE on May 30, 2012 at the Tribal Hall. The Final EE contains the comment letters received on the Draft EE, the transcript from the public meeting, and responses to comments received. On August 8, 2012 the Tribe passed a resolution approving the findings of the Final EE. In accordance with the Tribe’s Environmental Policy Ordinance, this resolution together with the Final EE constitutes the Tribe’s Record of Decision (ROD) for the Proposed Project.
